The planned community of Kapolei, where, for years, the government has been trying to attract enough jobs to lighten inbound traffic to downtown Honolulu, is often called Oahu’s “second city.” It occupies much of 1800s business mogul James Campbell’s 41,000-acre Ewa plain estate, which once cultivated vast tracts of sugarcane and pineapple.
